تحلیلی بر نقش ذی‌نفعان کلیدی در فرآیند تهیه طرح‌های جامع شهری مبتنی بر شرح خدمات نگرش نوین؛ مطالعه موردی: شیراز، اصفهان، قم و یزد

چکیده

در بسیاری از کشورهای درحال‌توسعه، ازجمله ایران، تصمیم‌گیری‌های مربوط به تغییرات و طرح‌های شهری به‌طورمعمول بدون مشارکت و مشورت با شهروندان و ذی‌نفعان محلی صورت می‌گیرد. این رویکرد موجب می‌شود که طرح‌های شهری، علی‌رغم هزینه‌های زیاد، غالباً با ناکامی مواجه شوند و درنهایت با عدم تحقق اهداف خود روبه‌رو گردند. در این فرآیند، نادیده‌گرفتن نیازها و همچنین انتظارات واقعی مردم منجر به نارضایتی عمومی و اعتراضات شهروندان نسبت به عدم توجه به مشارکت آنان در فرآیند تصمیم‌گیری می‌شود. در ادامه این پژوهش به بررسی سازوکارهای شناسایی و اولویت‌بندی ذی‌نفعان کلیدی و تأثیر آن‌ها بر برنامه‌های توسعه شهری می‌پردازد. چهار شهر شیراز، اصفهان، یزد و قم به‌عنوان نمونه انتخاب شدند و با روش‌شناسی کیفی و تحلیل محتوای مصاحبه‌های عمیق نیمه‌ساختاریافته، طرح‌های جامع شهری با نگرش نوین از منظر چالش‌های شناسایی ذی‌نفعان بررسی شدند. تحلیل داده‌ها با استفاده از نرم‌افزار مکس کیو دا انجام شد. یافته‌ها نشان دادند که ناکارآمدی طرح‌های پیشین، نبود زیرساخت‌های نهادی و عدم تعریف فرآیند مشخص در طرح جامع نگرش نوین، ازجمله پرتکرارترین چالش‌ها هستند. همچنین، مؤلفه‌هایی مانند حکمروایی خوب شهری، روش‌های مشارکت و شناسایی ذی‌نفعان نتوانسته‌اند از طریق شرح خدمات نگرش نوین به‌خوبی تحقق یابند. باتوجه به نتایج به‌دست‌آمده کمترین امتیاز نیز به کارایی، رقابت‌پذیری و بهره‌وری اقتصادی تعلق گرفته است که با ابهام‌های تعریفی و تبیینی همراه بوده‌اند. این پژوهش با شناسایی چالش‌ها و ارائه راهکارهایی برای افزایش کارآمدی برنامه‌های توسعه شهری، شناختی جامع از نقش ذی‌نفعان در فرایند توسعه و چگونگی همسوسازی منافع گروه‌های مختلف فراهم می‌آورد.
