تحلیل محتوایی نگرش نظریات برنامه‌ریزی شهری در تأمین منفعت عمومی

چکیده

درحالی‌که از تأمین منفعت عمومی  به‌عنوان یکی از مهم‌ترین توجیهات عمل برنامه‌ریزی یاد می‌شود ولی با مروری بر نظریات غالب برنامه‌ریزی شهری و رویکردهای اقتصادی ـ سیاسی می‌توان گفت این نظریات خوانشی متفاوت نسبت به اولویت تأمین منفعت در یک دوگانگی چالش‌برانگیز میان بخش عمومی و یا بازار دارند. ازاین‌رو هدف از نگارش مقاله پیشرو آن است تا در قالب پارادایم تفسیرگرایی و با استفاده از روش تحلیل محتوای کیفی از طریق بررسی و تفسیر منابع مرتبط معتبر، سیر تحول مفهومی منفعت عمومی از دهه 1960 در نظریات برنامه‌ریزی شهری ارائه گردد. در این خصوص بر مبنای 6 مقوله مستخرج از کدگذاری باز، گونه شناسی از منفعت عمومی در نظریات برنامه‌ریزی شهری استخراج‌شده است. یافته‌ها حاکی از آن است که گرچه عمده نظریات در ابتدای طرح خود به تأمین منافع یکی از بخش‌های عمومی و یا بازار گرایش داشته‌اند، ولی با نمایان شدن نواقص این دیدگاه‌ها که عموماً منجر به ایجاد ناپایداری اجتماعی و تعارض منافع گردیده، امروزه نگرش‌های متأخر نظریات برنامه‌ریزی شهری با رویکردی مشارکتی بر توافق و تأمین هم‌زمان منافع همه ذینفعان سیاسی، اقتصادی و عمومی تأکید می‌کنند. به نظر می‌رسد این‌چنین مفاهیمی عمدتاً در نظریه برنامه‌ریزی ارتباطی گرد هم آمده‌اند ولی با توجه به نواقص برنامه‌ریزی ارتباطی در تأمین چارچوب هدایت‌کننده منافع کنشگران، در پایان مدلی مفهومی جهت حصول توافق در تنظیم و توزیع منافع میان کنشگران با تأکید بر ترکیب نظریات برنامه‌ریزی عقلانی و ارتباطی پیشنهادشده است.
