شناسایی و تحلیل ساختاری پیشران‌های مؤثر بر بلندمرتبه‌سازی در مناطق ساحلی حساس مطالعه موردی: استان مازندران

چکیده

بلندمرتبه‌سازی سوداگرانه در مناطق ساحلی حساس مازندران به چالشی جدی برای ظرفیت برد اکولوژیک و تاب‌آوری زیرساختی تبدیل‌شده است. این پدیده تحت تأثیر تقاطع سه عامل مهاجرت‌های اقلیمی، اقتصاد سیاسی فضا و الگوی تأمین مالی شهرداری‌ها تشدید شده و نیازمند تحلیل نظام‌مند است. این پژوهش با هدف اصلی شناسایی، اولویت‌بندی و تحلیل ساختاری پیشران‌های کلیدی مؤثر بر توسعه عمودی در مناطق ساحلی حساس استان مازندران با بهره‌گیری از رویکرد آینده‌پژوهی انجام‌شده است. پژوهش حاضر از نوع کاربردی و با رویکرد آمیخته کیفی و کمی است. داده‌ها از طریق بررسی اسناد فرادست و مصاحبه‌های نیمه ساختاریافته با ۱۸ خبره گردآوری و با استفاده از نرم‌افزار MAXQDA کدگذاری و تحلیل شد و روندهای کلیدی استخراج گردید. پس از شناسایی روندها، 14 پیشران کلیدی استخراج و ماتریس اثرات متقابل آن‌ها مشتمل بر ۱۹۶ رابطه بالقوه (۲۳ رابطه قوی، نرخ پرشدگی ۸۰ درصد) با استفاده از روش مدل‌سازی ساختاری در نرم‌افزار MICMAC ارزیابی و دسته‌بندی گردید. پیشران‌های استراتژیک شامل «حکمرانی و نظام کنترل توسعه شهری» (نمرة نفوذ ۲۹)، «جذابیت سرمایه‌گذاری در بازار زمین» و «تراکم توده ساختمانی»، هسته مرکزی پویایی‌های سیستم را می‌سازند. «الگوی مهاجرت‌های برون‌استانی» (نمره عدم قطعیت ۹)، «بارگذاری اکولوژیک» و «روش تأمین مالی شهرداری» در دستة اثرگذار و متغیرهای مرتبط با زیرساخت، پراکنش کالبدی (نمرة وابستگی ۲۷) و مخاطرات طبیعی در دستة پیشران‌های وابسته قرار گرفتند. خروج از این وضعیت نیازمند مداخلة یکپارچه در اقتصاد سیاسی زمین، اصلاح نظام درآمدی مدیریت شهری و انطباق ضوابط بارگذاری کالبدی با آستانه‌های بوم‌شناختی است و تمرکز صرف بر متغیرهای وابسته نتیجه‌بخش نخواهد بود.
